Los Angeles - Why are taxpayers shelling out millions of dollars a year to pay teachers and other school staffers to just sit in a room? They're called 'rubber rooms.' Here's the story of one teacher -- not charged, but still under investigation -- who's been collecting a paycheck and sitting in a rubber room for three years.
