Chino - It's a chain of events that one attorney calls "outrageous."

A guard-counselor at a state youth prison in Chino was found liable in civil trial for sexually assaulting a number of inmates, but he has not been criminally prosecuted on the disturbing allegations that came from that civil case.

Some say there may be dozens of victims.

Chris Blatchford details the story in the video report.
