San Ysidro (myFOXla.com) - Much of the five miles of border between San Ysidro and the Pacific Ocean had long been known as an easy place to cross. Low and broken fencing had been an invitation to illegals coming over from Mexico.
But now, an eighteen foot high tough-to-climb steel secondary fence is in place, making a striking difference.
