The former city manager of Buena Park negotiated a nearly $500,000 payout to retire early and will take in about $192,000 annually for life.

Our "Saving the California Dream" producer Heidi Cuda learned the payout happened at the same time the city laid off 21 employees and is negotiating pay cuts with its police force.

Councilman Steve Berry, the only council member to vote against the city manager deal, tells Cuda Buena Park just passed a budget with a $3 million dollar shortfall.
