Incumbent Congressman Jim Costa, a Democrat, is facing off against Republican Brian Whelan in California's 16th Congressional District race, which includes Fresno.

Costa, who's been in the job since 2004, has served in California's State Senate and Assembly.

Whelan, a farmer and attorney, grew up in Fresno and later attended college at UC Berkely.
