Detroit Council to discuss negotiated consent deal

DETROIT (AP) -- The Detroit City Council is expected to discuss in closed session if a consent deal between Mayor Dave Bing and the state to fix city finances is affected by the repeal of Michigan's emergency manager law.
The nine-member council will discuss confidential communication from the city's Law Department beginning at 2 p.m. Thursday at City Hall.
Proposal 1, which would have kept Public Act 4 on the books, was voted down Nov. 6 by Michigan residents. Public Act 4 had given state-appointed emergency managers the power to rip up union bargaining agreements and remove elected officials in cities and school districts deemed to be in financial emergencies.
The financial stability agreement signed in April by Bing and Gov. Rick Snyder helped Detroit avoid getting an emergency manager.
