Instagram is still feeling the effects of a backlash that started last month because of policy changes last month.
There was confusion over whether users' photos would be used in advertisements, on and off Instagram. Instagram made the changes, then withdrew the policy.
Since then, the company says it has lost almost a quarter of its users.
