A new study by the DMV says unlicensed drivers are three times more likely to cause a fatal crash than licensed drivers. The numbers also show that the majority of the drivers without licenses are illegal immigrants.
Last year, Governor Brown signed a law allowing some illegal immigrants who qualify for a new federal work permit program to get driver's licenses. Immigrant rights groups say that will reduce fatal accidents...
Critics say it merely rewards illegal activity.
