Gov. Pat Quinn's proposed budget includes about $241 million in cuts from funds that are set in state statute.
According to the budget, that includes less money for municipalities and public transportation, including agencies in downstate Illinois.
Quinn's budget outlines cuts of roughly $400 million for education. In his budget speech Wednesday, he said the cuts result from inaction on Illinois' nearly $100 billion pension problem.
The Chicago Democrat's aides had said the governor would also propose cuts to the nearly $3 billion in funds that they describe as "on autopilot." Quinn didn't go into detail during his address, but budget documents released later show the change on the money that increases each year without review.
Quinn says he wants to end that and retain 2012 spending levels.
