California's Prison Realignment Program Under Fire

(FOX 11) Critics are blasting the prison realignment program that's led to the early release of some criminals.

Among those releases -- Tobias Dustin Summers, who is the suspect wanted in the kidnapping of the Northridge 10-year-old.

Some say, if our prison system worked, he'd have been behind bars.

At the center of this is AB-109, California's Prison Realignment Program, which was supposed to relieve prison overcrowding by tranferring some felons from state prisons to county jails.

According to the LAPD, Summers has a long rap sheet, including kidnapping, robbery and explosives possession. But when he was picked up for a probation violation in January, he was released after three days.

Since AB-109 was passed supervision of these so called "lower level" offenders has shifted from the state to county probation departments.

Margarita Perez, the assistant chief with the LA County Probation Department, stopped by Studio 11 LA to talk about the controversial program.
