SCOTTSDALE, Ariz. -

The city of Scottsdale decided Tuesday night to regulate the use of pedicabs. The changes would make them safer for both the drivers and the riders.

Before tonight, the city had no guidelines that regulated the operation of pedicabs within the city limit. This ordinance changes that by adding a long list of requirements to their use.

Requirements include lighting and reflectors, guidelines for fares and the size of the pedicab, and what roads they can be driven on. Operators will also need to have a valid driver's license.

This all stems from a horrible accident that occurred on Scottsdale Road on the night of the Fiesta Bowl. Two men from Kansas City were passengers in a pedicab when they were rear-ended by a suspected drunk driver. They were seriously injured -- one of them remains in a coma.

This ordinance prohibits pedicabs from traveling on roads with speed limits higher than 35 miles per hour, unless there is a bike lane. It also gives police chiefs power to prohibit pedicabs from operating in specific neighborhoods.

The council took public comment from pedicab operators prior to voting. They voted unanimously in favor of the ordinance.
