WARREN, Mich. (WJBK) -

A powdery substance in an envelope prompted an evacuation at 37th District Court in Warren on Monday.

"When she had opened it, a little puff of white smoke had come out of the envelope," said Rob Curtis, the court's administrator.

He called police after an employee opened the envelope around 10:00 a.m.

"I don't know whether it was an act of terrorism or threat to the court.  There was nothing in the envelope itself that would give us any indication that it was.  There was no message or anything like that in it," Curtis said.  "It was an envelope filled with white powder, and it scared us."

About a week ago, a piece of junk mail mistakenly arrived at the court.  There was nothing suspicious about it.  The mail was addressed to somebody on Eleven Mile Road.  An employee took that junk mail, put it inside another envelope, addressed it, put the court's return address on it and dropped it in the mail.

"It returned back to the court we believe on Friday as undeliverable.  They opened it up this morning and found some type of powdery substance in it," said Captain David Hendrickson from the Warren Police Department.

"We went in with a Hazmat team.  We located the substance.  We checked the people that were in there.  It came up 99 percent baby powder and foot powder," said Battalion Chief Kenneth Meyer from the Warren Fire Department.

Harmless powder, but what was it doing in the envelope?  The Postal Service is investigating.

Meanwhile, the courthouse will be back open Tuesday morning.
