CHICAGO (FOX 32 News) -

Alderman Joe Moore (49th) is in the cross hairs of the Chicago's legislative inspector general. Serious accusations surfaced Monday, of campaign work being done at the expense of taxpayers.

The North Side alderman has always been viewed as an independent reformer. But the allegations that surfaced on Monday raise questions about how he's been running his office and his use of taxpayer dollars.

The allegations came in a report released Monday morning, by the inspector general who keeps tab on all Chicago aldermen.

REPORT: Office of the Legislative Inspector General - Semi-Annual Report: July 22, 2013

The report doesn't name Ald. Moore, but FOX 32 News has confirmed he is the subject of complaints to the inspector general by his former chief of staff and one of his ward office workers.

The one-time chief of staff said that when he was fired in 2007, he received 55 extra days of severance pay, worth $13,000.

Another employee in the ward office complained about campaign work being done there in 2009. The woman said she was fired and asked to keep quiet. She also said she received an extra $8,000 in severance pay.

The inspector general described the alderman's conduct as theft and abuse of authority.

The inspector general's report said the case was referred to the FBI and the Cook County State's Attorney. The state's attorney did not pursue the investigation, because the statute of limitations had run.

The inspector general said the feds have interviewed Moore. A spokesman for the U.S. Attorney's Office declined to comment on Monday.

The inspector general said the alderman has been asked to return the tax dollars - about $22,000 - that he improperly gave to the two employees.

A spokesman for Ald. Moore told FOX 32 News Monday morning that he's on vacation. But the alderman released a public statement around noon on Monday:

"The accusations raised by Attorney Faisal Khan in his report and aired on WTTW last night are completely false," Moore said in a statement. "They provide more evidence of an office run amok with a lack of professionalism that should be unacceptable to every Chicagoan."
