Southwest Philadelphia -

A man is under arrest in Southwest Philadelphia for animal cruelty.

Pennsylvania SPCA Humane Law Enforcement have charged 50-year-old William Miller, 50 with 15 counts of animal cruelty for the unsanitary conditions where he kept 15 cats and 3 kittens.

Philadelphia Police were investigating Miller on another issue when they discovered the home filled with an excess of animals and animal feces. They then contacted PSPCA Humane Law Enforcement.

PSPCA officers obtained a search warrant and investigate the home. Upon entering, George Bengal, Director of Humane Law Enforcement, reported the home "was covered in 4 - 5 inches of feces all around."

The officers rescued the 18 cats and took them to the shelter on Erie Ave for further evaluation.
