Local used car salesman arrested

ATLANTA, Ga. -

A used car salesman who continues to pop up on the I-Team radar screen has now been arrested. And his arrest answers lingering questions for angry car buyers.

Brigette Brown paid $3,500 for a 2003 Nissan Altima in September. September 2012.

"(But you paid for it?) I paid for it," said Brigette Brown.

But, she still doesn't own the car.

"Can't get a title," said the South Fulton County resident.

She says in a recently filed DeKalb County police complaint that Jay Lamin sold the car's title to a title pawn shop then he sold the car to her. That's why she couldn't get the Nissan's title. That's an obvious problem, but the cute car her daughter was driving to school for more than two years was caught up in something bigger than that.

Just days after she filed a complaint with police that same Nissan landed Jay Lamin in the Gwinnett detention center. The title pawn company actually pressed charges over the car's title. Another title pawn shop did the same. The Gwinnett solicitor says she believes Lamin takes out loans on car titles then sells the car. She tells the I-Team Lamin then refuses to pay back the loan or return the car

Just recently the I-Team met up with DeKalb County resident Joshua Tittle. Same story. He bought a car from Mr. Lamin but tried for months to get the title. Finally, after the I-Team pressed the used car salesman about where the title, is Jay Lamin gave the Tittles their money back.

And after Brigette Brown got fed up and went to the police, she says Jay Lamin bonded out of jail and returned her money too. Then, he took the car she never owned anyway.

Four years later, prosecutors agreed to a no contest plea bargain with former commissioner Kevin Kenerly on one count of bribery. He will serve 10 years on probation and pay a $10,000 fine.
