Orr meets with lawmakers on Detroit bankruptcy

LANSING, Mich. (WJBK) - Detroit's emergency manager was in Lansing Tuesday updating lawmakers on the city's bankruptcy as they consider a potential vote on a financial bailout to help Detroit emerge from insolvency.

He was twenty minutes early for his first 9 a.m. meeting in Lansing with legislators. He is on a mission to get them to vote 'yes' on a proposed $200-350 million state contribution to retirees in the city.

Some lawmakers, however, want assurances that if they help now the city won't return years down the road for more help.

The document Orr shared with legislators says current city workers are underpaid by as much as 35 percent compared to other cities in the country. He is proposing a 5 percent raise next year, no raise in 2016 and then a 2.5 percent raise for three years after that.
Meanwhile, the Republican House Speaker, Jase Bolger, has complicated this debate by demanding that Detroit unions make a cash contribution to the state aid package for retirees. Orr refused to take a stance on that matter.

Bolger has not backed down on his demand, which does threaten passage of the state aid.
