Sexual Predators: Do You Even Know It's There?

The number alone is shocking. In one South Los Angeles zip code, there are 240 registered sex offenders living there. You can get this information off of Megan’s law website, required by state law, named after seven-year-old Megan Kanka, a New Jersey girl who was raped and killed by a known registered sex offender who had moved across the street from the family without their knowledge. The idea is to prevent that from happening again, and of course it’s a noble goal. You can search by a name, an address, or a zip code, and an icon pops up you can click on to get more details, including photos. The problem is, many people either don’t have high speed internet access, don’t know about the website, or aren’t sure what is on it, and therefore have no idea who might be living in their neighborhood. That’s the case with an accused rapist who is the subject of our story, who was living around 62nd and Hoover, had prior convictions on sex crimes against children and is now in custody again on two counts of rape , police say he literally abducted teenage girls right off the street in broad daylight. Most people are under the mistaken impression that there is some formal, public, notification process when a sex offender moves in, but the Megan’s law website IS the notification. Could Police do more? yes, and in some cases they do, but with so many sex offenders, it’s not practical for police to go door to door to announce every one. And as one detective told me, it would soon result in what he termed the ‘’car alarm ‘’ effect, meaning after a while it’s so common you begin to ignore it.

Now this is not to be confused with the high profile planned release of the so called ‘’Pillowcase Rapist’’, Christopher Hubbart, to Lake Los Angeles near Palmdale. His case is different legally, in that a court has officially labeled him what’s known as a ‘’Sexually Violent Predator’’, and there are specific state laws regarding notification of law enforcement in local communities where these type of individuals are to be placed, and typically there are public hearings where people can voice their opposition, which is what happened in that case, though so far unsuccessfully. But for the so called ‘’ run of the mill’’ sex offender, for lack of a better term, Megan’s Law website is your best source of information, and it is a valuable informative tool, so check it out, figure it out, and use it.
